1. Implementation of Smoke-Free Campus through Administrative Circular No. 4/2019
UMK is committed to supporting a smoke-free policy on campus in alignment with Malaysia’s national health regulations. This commitment is clearly outlined in UMK Administrative Circular No. 4/2019, which declares that the entire UMK campus both indoor and outdoor is designated as a no-smoking area, effective from the date of issuance. This policy aligns with the Food Act 1983 and the Control of Tobacco Product Regulations (Amendment) 1997 (PU(A) 166-167), which classify all Higher Education Institutions in Malaysia as non-smoking zones.
2. Empowered by Universities and University Colleges Act 1971 (AUKU)
2. Empowered by Universities and University Colleges Act 1971 (AUKU)
In addition, this policy is reinforced under the provisions of the Universities and University Colleges Act 1971 (AUKU), which empowers university authorities to establish and enforce rules that ensure student and staff welfare, discipline, and campus safety. The no-smoking regulation is implemented as part of UMK’s internal governance to uphold a conducive learning environment, in line with the university’s responsibility to safeguard the health and wellbeing of its community.
Specifically, AUKU clearly prohibits smoking and tobacco-related activities among students, as outlined in Page 1763, Clause 19:
"No student shall smoke or possess, distribute, supply or attempt to possess, distribute or offer any tobacco to any other student or person within the campus."
This clause provides legal grounds for universities such as UMK to implement and enforce a comprehensive smoke-free campus policy.
3. Reinforced through UMK Library’s General Policy (Clause 3)
3. Reinforced through UMK Library’s General Policy (Clause 3)
The commitment to a smoke-free environment is also reflected in UMK’s Library General Policy, particularly Clause 3, which strictly prohibits smoking, eating, drinking, sleeping, or causing disturbances within the library premises. As a central academic facility, the library plays a crucial role in upholding UMK’s health and safety standards, further reinforcing the importance of a smoke-free culture across the university.
By enforcing this comprehensive No Smoking Policy, UMK promotes a healthy lifestyle, protects public well-being, and maintains a clean and sustainable environment for students, staff, and visitors. This initiative empowers the UMK community to foster a smoke-free culture and supports broader efforts to reduce public health risks and environmental pollution.
